Please give users flexibility to move caption objects beyond "title safe" areas.

The revamp of Premiere's captioning feature (prior to this beta) no longer allows you to move around a caption object as you would a video object by allowing you to change the position values in the Motion section of Effect Controls. 

There are many special non-broadcast special use cases where precise positioning of stylized captions are necessary. But Premiere's caption positioning doesn't even allow placement beyond any of the title safe margins.

Also, the slider values continue to go accrue, even as the caption object has stopped moving.
