Premier 22.1.0.86 crashes on import of certain AVIs

Steps to reproduce:
    1. Open project

2. Drag or import AVI file that is at 18fps (Not sure the codec)

3. Clip appears briefly in bin
 
Result: ...Program disappears
Expected: ...Program to continue to run
 

Workaround: Use release version of  PP21. The same file works there just fine.
