Premier Pro Beta not playing timeline or creating Proxy

1. When hitting the spacebar to play video on timeline the audio plays but the video is frozen on a generic shot. when i pause the appropriate still shot form the timline is displayed. 

2. Creating proxy didn't open up Media Encoder and I had to re start Premier Pro Beta to continue editing.
