SRT with number on a second line imports only part of file

Importing SRT with number on a second (or more) line imports the caption line before the number and no more of the file. A  number as the only caption line imports correctly.

For example, this srt imports only one caption with the single line "File 01 Caption 01".

This was discovered in Release version 23.4.0. bug report:

It is also present in PR2022.6.4 and this Beta. It is not present in PR2020.

Steps to reproduce:
Import srt as described. 
Result: Complete file does not import.
Expected: Full file would import.

Workaround: add a period after the number.
