Transcription Not Available in Premiere Pro CC?

Good morning, looking for some help...
I am new to Premiere Pro and I have a video that was shot, but the captions were added in another program that I don't have and when they were generated, they were all messed up with spelling errors, etc. Rather than reshoot the video (I don't have the original prior to captioning), I'd like to caption over what's there currently.
From what I understand, I would go to the Captions and Graphics workspace, but in my software, these are separate. And there is no option for transcribing or Speech to Text and I can only manually add captions, which may take forever. Any ideas on where I can find the option or why my set up is not showing it as an option? My software is up-to-date, so I'm at a loss.
