WB Selector cursor behavior inconsistent

When using the WB Selector eye dropper, sometimes my cursor does change to eyedropper icon but most of the time, it does not change and remains as arrow icon. The WB Selector tool does still work but on my system the icon seldom changes on my cursor.

If this issue is redundant with another post, happy to delete.
