Best way to create translations in RH 2019 Classic?

I am creating a KB for a new application, and in last night's meeting, the China team told me they would like to be able to have an easy way to switch between Chinese and English. All those translate websites... do they use something like Google Translate? Or, should I simply create two KB's, use two different templates, one for English with a button in the upper right corner with a link to the Chinese version and vice versa?

It's never come up before with me, but if there is no translate functionality I'm thinking of the following:

1. Create a Chinese copy of everything I create in English.
2. Upload the word docs into RoboHelp and recreate the hyperlinks and drop down links. 
3. Use button to change between English and Chinese
