Can a RH 11 project be converted to RH 2017, bypassing RH 2015?
What, if any, problems would this cause?

Hi there
It should work without a hitch. But as always, your mileage may vary. Nobody can conclusively say that it will work totally seamless. Basically, you need to make a backup copy of your project and just try upgrading.
99 % of the time there are no issues.
