chm output file seems to ignore the Windows Settings default file configuration

Hi all,
I'm using RoboHelp 2020.6.76.
I'm having trouble with the chm file opening under our application window. I have tried setting the "Top-Most" Window Setting when I generate the .chm, (and tried the same with it unset), and get the same result.
Also seem to have the same trouble when I change the default window size - no matter what size I choose, the window opens the same size and under our application.
It's like the chm is ignoring the settings in the Window Settings file (called "defaultsize" in the screenshot below).
I have spoken to our developer and he is NOT applying any rules on the application's call to the .chm file that would cause it to open underneath, or doing anything that should override my "top-most" instruction...
The file used to open on top of the application as expected... we applied a couple of RoboHelp patches in the fall - could it be an introduced issue?
I'm stuck! Is this a known bug? Any workarounds? Any ideas welcome.
