Conditional Build Tag for including topics

Is there a way to apply a conditional build tag that indicates to only include the topics indicated with the tag, excluding all others, even if they do not have a tag applied to them.

    Thank you, Mr. Grainge!  I went to your site, in fact, after I posted this to the forum.  As you state, "Note that any topic that does not have a tag wil lbe included in the output."
