Errors Installing RoboSource Control 3.1 on Windows 10

I'm getting errors when trying to install RoboSource Control (Server) on Windows 10, 64 bit.  I experienced two dialog boxes near the end of the install.

Item has already been added.  Key in dictionary: '_reserved_lastInstallerAttempted'

Key being added: '_reserved_lastInstallerAttempted'

and

The installer has encountered an unexpected error installing this package.  This may indicate a problem with this package.  The error code is 2869.

Then, it backs out all the changes it has made,

Is Windows 10 supported with RoboSource Control 3.1?  Is there a fix to get it installed?
