generating webhelp

Hi,
I am working on a number of legacy Help systems in RH 6. I have noticed that the navigation options panel (from single source layouts - webhelp) is different in some, that is, layout of the panel is different but the main functional difference is the choice of java applet or not. Can you tell my why there is a difference - is it older source or is it in the setup e.g, window options etc.

    It depends on the selection of Default or Traditional - No Skin in the skins option on the first page of this dialog.
