Has anyone generated webhelp and when viewing with IE 11 the contents don't appear after allowing blocked content?

I have a problem opening a PDF file using ie 11. The file opens fine with ie 9 and all of chrome works fine. Get an error  (6.6) message about closing and re-opening. Still does not work. How do I fix this????

Have you applied all patches for browsers? If so, and it’s still not showing, you can try adding the location in IE as a “Trusted Location”
