How to add an email button to a WebHelp toolbar (RH 11)

Have a WebHelp project in RH 11 and would like to add a Feedback button to the toolbar.  The information I've found here provides information on buttons that send emails with a link to a specific topic. I don't need the link to a topic - only want a button that will open a blank email with pre-populated To: and CC: addresses...no link to a topic.

As always, any help would be appreciated.

Thank you, Peter.  What I don't get though is how to use that code in a custom button on the skin's toolbar.  The Action tab in the Custom Toolbar Item window doesn't seem to have a place to do anything but link to a file or use JS.
