Is there a way to get the Go To Top button to appear in non-Desktop Responsive HTML5 outputs?

I'm running RH2017, using the Responsive HTML5 output for multiple devices.

Is there a way to get the Go to top button found in the lower-right of Responsive HTML5 output to display in non-Desktop outputs?

It appears you can only set it for desktop output Content (Desktop) from the Layout Customization dialog box but is there a way to get it to display in any output format?

We have a javascript alternative but just wondering if the existing method is available somehow already.
