Linking FrameMaker to RoboHelp: Files don't publish

I have linked my FrameMaker 10 files to RoboHelp 10 (creating a single-sourced environment). When I publish the files using the WebHelp target, only one topic generates. However, if I switch to the Microsoft HTML Help target, all topics sucessfully generate.

What can I do to generate all files using the WebHelp target?
