Multiple frames display in generated Responsive HTML5 help

I am converting from WebWorks to RoboHelp 2020.7.46. I imported Framemaker 16.0.5.1096 source files (used for both help and PDF manuals) into RH. I've converted the topic files and added index entries and so on, but when I generate Responsive HTML5 help, I get a frame within a frame in my output. I'm hoping it's a simple set-up solution. I didn't see duplicates in the HTML source.
