Navigating through TOC in the html output do not link to top of topic

Hi all! 
This issue for our document keeps growing. It seems that our TOC when you click through the topics some take you to the bottom or middle or random space with in the topic page. I am in the new 2022 Robohelp. I will say with each update the output become more riddle with these. 

any thoughts ?

    Are you saying the local output works fine but it goes wrong when you publish? Try clearing the publish folder and publishing again. Maybe some old stuff is lurking in the publish folder.

    So after lots of testing, clearing. still not sure why some topics when outputing the responsive HTML output are hooked at the bottom of the page. When I output frameless which isnt the setting we need, that issue is not there with these couple topics???? not sure how I can fix them,

      side note we do have a lot of Bookmarks on our pages that jump down the page from the top, but since the frameless output doesnt not show the issue, I do not feel like the TOC is linked to one ??? any more help would be awesome!!!!!!

    Does this happen with the sample project at all? If not, then it's got to be in your project; if so, then it's a RH issue and should be reported.
    If it's your project, have a look at the HTML the TOC is pointing to - there's got to be some reason why it's jumping to the location it is.

    I haven't tested just a project that isn't the document but I will. 
    When I click through the TOC before output all clicks open at the top. Then the publish is not so, and it isn't every topic. What should maybe I be looking for? Maybe at the code view? I am not familiar with what I am looking at there minus the random paragraph marks. More thoughts on troubleshooting this would be appreciated

    Use the sample RH project first to generate output and see if the TOC acts the same way or not as your project. If it works fine, then the issue is something in your project. At that point I would look at the code view of the HTML generated that's not working to see what sort of coding is present that the TOC is pointed to.
