I spent a few days working with their tech support people and they eventually sent me a new file (BaseApplication.dll). Replacing the existing version corrected the problem.  Below are their instructions.  I hope the link still works.

---------------------

Please find the below steps to fix the FM 12 and RH 11 linking issue in TCS 5.0:

1)      Click on the below link to download the zip file file:

                                    https://workspaces.acrobat.com/?d=tZqXcW4PK32zfT5QYggpfA

2)      Unzip the New Folder.zip.

3)      It contains “BaseApplication.dll”

4)      Go to <rh_install_directory>\RoboHTML (i.e. :  C:\Program Files (x86)\Adobe\Adobe RoboHelp 11\RoboHTML (for 64 bit OS) and  C:\Program Files\Adobe\Adobe RoboHelp 11\RoboHTML (for 32 bit OS)

5)      Take backup of BaseApplication.dll

6)      Replace it with new one.

7)      Launch RoboHelp 11 and check if the linking is there with Framemaker.

I have the same issue with my installation of Technical Suite 5.

The fix with signing out and close adobe programs and then sign in and re-license the software works.
But the fix is not permanet, the option to link a FrameMaker project gets disablen again.

It would be nice with a solution so this option don't keeps to get disabled.

We had the same issue as reported by dcrouse10 on Aug 19.

The solution worked, but we also hope that a better solution will be found.

Same issue here.  If RoboHelp is closed, the Update/Link options are greyed out for FrameMaker. Oddly the options to Update/Link Word files is still active.

So far the best option from Tech Support is to sign out (Help > Sign Out) and close all Adobe programs (including Creative Cloud if present). Then relaunch the program, login to Adobe, and re-enter the serial number.  That gets it back, but it is a pain.

Hopefully, they will have a better solution soon.

Are you running the Technical Communication Suite? That’s got the “special sauce” (as Rick likes to say) that adds linking FM to RH – without it, you can only import FM content.

Even I am facing the same issue and yes, we are running TCS 5.

Sounds like an installation issue – make sure that TCS is installed with full admin rights on your c:\ drive.
