Odd Characters appearing out of the blue

I have online help published for the web in RH6. I upgraded from RH6 to RH7 and then odd characters started to appear, e.g., ”. I have words in quotes and now what appears is "r;word". The odd characters always end with a semicolon Has anyone ever noticed these odd characters? How can I remove them? Any help is greatly appreciated.
