Overlays in HTML help?

I am planning help for a new product that will be used on desktops, tablets and phones. It will probably be in responsive HTML5.

Can RoboHelp be used to create help that appears in an overlay (if that is the right term) over the app screens?  Here is an example:

I am using RoboHelp 2015.

If RoboHelp can't do it, is there another tool that could?

It's not something that RoboHelp can do and I am not aware of any other authoring tool that can do this. I think you will find it is something that only the developers of the app could build in.
