Relative links to Web pages outside RH project

How do I create a link to another help project (an .htm page, created from a different tool) that will be posted to the same production server? Since we have dev, staging, & prod servers, I'd like to add a relative link. Don't see a way using the menu, toolbar, instructions--maybe I'm looking for the wrong "name" for this concept.
