RH 2019 enhances the Responsive HTML5 outputs from RH 2017. It also enhances the web help output in RH 2019 from RH 2017.

Web help output in RH 2019 also makes it possible to now customize it.

The question in that case is that, if moving to RH 2019 what is better for an online help? Responsive HTML5 or the good old Web Help?

Which one has greater and better advantages and controls if one has to make a decision to pick one of the online help output in RH 2019.

Responsive help adjusts to the screen size of the device being used. It reformats at break points you can customise so that the content works better on tablets and phones.

It is also likely to get more development going forward with different layouts, webhelp will likely be the traditional three areas.
