RH 2015 and pixel density/responsive typography

I have RoboHelp 2015 and I'm currently using the WebHelp output. I don't know if what I want to accomplish is possible with this application and output, but here is my question.

Currently my WebHelp output displays a very small text size if viewed on a large monitor. The example I was given was a 27" monitor that has a high pixel count. The user wants to know if the help file can scale the text size based on pixel density. 

I don't see any options to do this using the RoboHelp 2015 application, but maybe there is a way to manually edit the .css file? 

Also, is this possible with the ResponsiveHTML output type? 

Or is it possible with RoboHelp 2019?

    Responsive is the way you want to go - resizing is accomplished by HTML5 for a variety of screen sizes using one output.
