RH 2019.0.14 | Drag and drop Topic to TOC not working

I've just added a Topic and want to add it to the TOC. I do not want to Auto-generate the TOC and start organizing the TOC again. I should be able to just drag the Topic tab into the TOC? When I drop the Topic, nothing happens. How can I manually add this Topic to my existing TOC?

    It looks like you are trying to drag from the tab. That's not an option.

     

     

    As in the earlier post, set things up like this. Use the arrow keys top right if you don't get the positioning quite right.

    Open the TOC in the centre area and drag from the Contents panel.

    Hmm, Peter's site doesn't mention drag & drop in RH2019 - see https://www.grainge.org/pages/authoring/rh_tour/rh2019/toc_index_glossary/rh2019_toc.htm to see how he describes doing it.
