RH for W can't find MS HTML Workshop

new installation (upgrade) imports Word and PDFs OK, but can't generate classic chm files, says it can't find MS HTML Help Workshop when the program is on my disk, said to re-install. I did (creates dual shortcuts on desktop), but no change. I don't need to edit just yet. I simply need to convert PDFs files to Help file formats, especially the old style.

found answer in RH HTML forum; needed MJ utlties to correct programs assocaited with chm files (the MS Help executable was not found)

that didn't work, RH for THML can't find it either
