rh2020 - filter button/option in any layout, any skin appears and disappears

I tried different layouts - frameless, responsive and different skins.

Strange thing happens. When I refresh the page or load the page fist time, the Filter option/button appears and disappears. I have added dynamic filters and wanted to test them.

Any pointers what is missing why would this option go missing? It is enabled in the Studio layout as well as Indigo layout and Top Navigation layout.

What happens if you go to RoboHelp Tour Introduction (grainge.org)

 

That is a frameless skin with filter options and it is not doing what you report.
