You could also create a test project with the same topic CSS and the same layout.css. What happens then?

Any topic layout page involved? Shouldn’t impact as you have selected Exclude.

Duplicate the template and in the duplicate change delete contents of the layout CSS. not the CSS itself. Still blue?

Thanks for responding … I went through all the chaptoc levels, including chaptoc-body, all the toc levels, selecting Font Color black, selected the Exclude all topic CSS files…

...still blue text in the ToC...

Have you looked in the template layouts stylesheet?

You should also try selecting this option in the output to make sure your topic CSS is not overriding things.
