Robohelp Arabic Table of Contents

I'm trying to publish a Robohelp HTML file for Arabic and it appears that Arabic isn't listed in the drop-down box for the languages. All of the topic content shows up just fine, but the Table of Contents will not work and continues to show as ??????.

Is there any solution to this issue?

I am using Robohelp 8 currently.
