same robohelp published file display varies across machine

Have a puzzling issue. I have published a WebHelp SSL via RoboHelp 11 and posted to an html location. However, three sepete people have accessed using IE 11 and each have had varying results and wanted to see if anyone else ran into this issue:

User 1-display as expected

User 2-can not see the TOC links

User 3-can see TOC links but displays previous version of the OLH file

    I believe there is a service release that addresses the issue with the TOC.

    Try clicking Help > Updates.
