separate TOC window from Project Manager POD

How can I view my TOC separately from the files in Project Manager so I can drop and drag topics into and out of my TOC?

I seemed to be to do so until this morning.

Hi there

Try clicking File > Load Default Environment. Then open the TOC editor and see if it seems more normal.
