setting RH2015 html help window panes

I am trying to set the default location of both the main and secondary windows for help panes, yet no matter what I try, the settings I use when building the project are not reflected in the output.  I have tried to match the exact same settings as used in my prior version of RH 9, yet am having no luck.

For example, I have tried to set the main and second window to appear in the lower right hand corner, but the windows show in the upper left corner.  Also, when I set for the second window the setting to not show the main window, anytime I call up a second help topic, the main window shows first, with the second overlapped.  I never had these problems in RH 9.

Might anyone have suggestions on what I may be doing wrong?
