Skin Button Doesn't Appear

I have created two skin buttons--print and e-mail. The print button appears when I publish the help file project to the server, the e-mail button does not. The e-mail button does appear in the View Primary Layout screen. Has anyone else ever experienced this problem or know of the fix?
