Skip navigation links in 508 compliant webhelp?

I'm using Robohelp 8 HTML to create Section 508-compliant webhelp.

My project testers tell me that there is no way for screen-reader users to skip the navigation-panel (TOC) links--something that is required for 508 compliance (and which is "supported" according to the Robohelp documentation on accessibility issues).

Has anyone faced and solved this issue?  Do I need to add a "skip navigation" link manually to the project output?

Any help is appreciated.

I emailed the Robohelp support team, and received an answer to my question:

Screen reader users can skip from frame to frame easily – JAWS users hit Ins+f9  and locate the right frame, and Window-Eyes user hit ins+tab and then locate the  right frame, just to name two screen readers.

I guess this means that no additional (navigation-skipping) links are needed for 508 compliance.

Now I just need to convince my testers.
