Tabbing between topics in TOC does not appear to work in HTML5 responsive layout

Company wants me to use responsive layout. I need to be able to accommodate users that cannot use the mouse. The tab key does not appear to work to tab through the topics when I generate HTML5 responsive layout. Do I need to add more tagging to the HTML to accomplish this?

The tab order is a problem. You can change the toctree.js file to add a tab index to the TOC entries, but that simply doesn't seem to do anything.

The only solution I see is to file a feature request with Adobe: https://www.adobe.com/cfusion/mmform/index.cfm?name=wishform&loc=en

Thanks for the feedback. I submitted a defect to Adobe for this one. Dev is requiring me to use responsive output style and I have client commitment to have the documentation fully accessible to non-mouse users. Fun, fun, fun. Will see how they respond.
