Table of Contents not displaying when generating with the WebHelp format

Hello,

I am generating my RoboHelp content into Web Help, but the Table of Contents are not displaying.  I am using RoboHelp 10 and I have used the browsers Internet Explorer and Google Chrome. 

How can I have the Table of Contents display in the Web Help format or any format?
