The Table of Contents in the CHM file is garbled.

When generating Simplified Chinese and Korean CHM files in RoboHelp (RH) 2022, character encoding issues (garbled text) occur. Specifically, the Table of Contents (TOC) is corrupted, with some characters being replaced by question marks ("?").

I have verified the language settings, but no issues were found. I contacted Adobe Support, and they responded that "generating files that depend on the OS language is a specification of the current version."

However, CHM files generated with RH 2019 did not depend on the OS language settings. Is there a way in RH 2022 to generate CHM files that are independent of the OS language?
