TOC for Webhelp output: does not display for IE 11

I generated Webhelp output from RoboHelp 10.

When I open the Webhelp output in IE 10, the Table of Contents appears (see attached).

When I open the Webhelp output in IE 11, the Table of Contents is blank (see attached).

What can I do to fix this issue?
