v2019.0.14 - How to publish the project but skip over certain topics

I'm working on a project and have the skeleton of topics in place. Not all of the topics are finalized, and these topics may not be completed until months from now.

I want to publish the project and ensure that incomplete topics are not published and that they do not appear in the project's TOC.

I am stuck using my current version and cannot upgrade.

    Apply a condition tag to the incomplete topics and when you generate use a build expression that excludes those topics.
