Webhelp option is not appearing

I am using Robohelp 2019.0.9. 

On the Output tab, Webhelp option is not appearing.

That's correct. If you upgrade a project, your WebHelp will use a Responsive skin but with the responsiveness turned off. If you want to create a new output, you use a responsive skin with the responsiveness turned off.
