I need to make sure that the available help output is WebHelp. What files, extensions, other characteristics of the output can indicate that this is WebHelp?

If you are saying that you have some output files and you want to ensure it is webhelp, look for some folders called whdata, whgdata and whxdata. This indicates webhelp. If you want to generate webhelp, ensure you generate webhelp, expand the Single Source Layouts and you'll find a webhelp option.
