Webhelp still doesn't display

I am using RoboHelp 10, Internet Explorer 10.0.9200.16540, Windows 8.  I applied the Mark of the Web fix (template updates), even though they were for IE 11, and I still can't display help locally.

If I turn off Mark of the Web, I can display the Help locally.  If I keep the box checked, IE hangs when I try to open the .htm file.  Is anyone else experiencing this problem on IE10?

It would seem your answer here involves ensuring MOTW is NOT selected when you generate, no?

Yes, if I uncheck MOTW it works in IE10 (I do get the Active X prompt though) and that is what I have been doing.  However, it's an option we have always had turned on.  And, I wonder what happens to users who have different browser versions?  What is the affect on them?

Other threads have suggested that MS has busted something with their versions of IE10 and 11 with regard to MOTW functionality. Peter Grainge was talking to Adobe about this this.
