There's one point best discussed offline. Please email me using the link on my Contact page so that I can explain.

You want to stick with Classic? Asking as that may affect who can help. To me now seems to be the right time as otherwise you are just storing that for the future. Your call though.

The first thing you need to tell us is which country and region you are in along with whether you want someone on site or working remotely. Then some observations.

Conversion of Help Projects from RH V11 to RH 2019 Classic

That shouldn't involve anything more than opening the project in 2019 Classic. How many projects are you talking about? There could be people who can assist with that but not some of the other requirements.

Experience with using SP as the Version Control for RH projects

That might limit the number of consultants. Maybe you will have to settle for someone who knows using source control generally. Then your developers can help with the specifics of what you are using. SP = Stored Procedures or is that a source control system I haven't heard of?

Experience with setting up RH for new users

That's essentially installing it and linking to the source control plus training in your internal setup.

Experience with having multiple users in RH at the same time

I would have thought that will be down to your author when they are up to speed or re-engaging the consultant.

Providing guidance to new RH users

    See previous answer.

Are they just new to RoboHelp or new to authoring? Putting a new author into the above situation seems to be expecting a lot.

More important than that though is if you are training someone with RoboHelp knowledge or a rookie, why do that in Classic? There will never be another version of Classic and it will probably making finding a trainer more difficult. Most training organisations will be teaching the new UI versions. They have more functionality and are where Adobe will be focussing future development, particularly the frameless outputs such as the one I use for part of my site, the RoboHelp Tour Introduction (grainge.org)

Let me know your country and region and respond to the points raised. I will then ask my Adobe contacts if they can advise or any freelancer who follows the forums and can assist can respond if they fulfill your needs.
