Which mechanism generates .ali file ?

I have a project with merged HTML Help. A central project collect a bunch of baggage files (.chms). There is a central .ali. In the subprojects there are also .ali files.

Now my question: which mechanism generates the central .ali file? Problem is that there are some mappings missing in that .ali file, although they exist in the subprojects .ali file.
