which output file to give to programmer

I sent the programmer the whole project folder with all of its folders.

Which file does he use to put in the build so that it the generateted output opens in the browser?

I am using RoboHelp 2019 NEW UI

I generated Responsive HTML web help

They don't need the whole RH project - just the output folder (and all its files). They will need to include all those output files in the build and will call the index.htm (or whatever you named the index file in your output preset settings) to launch the help.
