Why do list of Baggage files disappear under Project Manager/Baggage

I have RoboHelp 2015 using HTML5. I have entered new Baggage / PDFs then linked them. When I run output the list is gone. All links work just fine.

Why do the list not stay under Baggage. I know I can see a list under tools or C Drive.

Could this be a change needed?
