ベトナム語のCHMファイルを生成すると、目次が文字化けします

Robohelp2019で、ベトナム語のCHMファイルを生成すると、目次が文字化けします。Robohelpの画面では目次の文字は化けておらず、HHCファイルはNotepadで開いて文字化けしていません。フォントはArialを使用しています。CHMファイルの目次の文字化けを修正する方法を教えてください。

    It's a long time since I have worked with CHMs but I do recall the CHM language and the operating system language must be the same. See the CHM section in Snippets (grainge.org).

    Thanks for the advice.
    Changing the system locale didn't fix it.
    Adobe's view is that it's a bug.
