Cannot create a new team Project

I can open old team projects, but I cannot create a new one. It just sets there and spins

    Sorry for the trouble. It could be an issue with activation or network.

    Try deactivate and activate Creative Cloud: Activate and deactivate Adobe products

    We have done this a couple of times and we still can not create a new team project. It now will not load previous team projects and when I check the person on another team computer it says they are off line.
