Connecting media in a team project.

So I have been away from Premier for a very long time.  I have started working with it again recently.  My employer added me to their team account.  I have never worked with teams. 

First I chatted with support to figure out how to transfer a local project to a team project so I can access it from home (2nd system).  I assumed it would also transfer the original media.

I called support last night to figure out how to get it to work best, he kept telling me I need to have the main resources on both computers, ok I got that!  My next question was "How do I tell Premier Pro where the file is once I move it".  His response was to say "It....seems.....like.....you... don't.....understand.....so .....I....will...talk....slower.....you....need...to...have....the...resources......on........."  same thing he said earlier, just condescending and really slow like I don't know English (my first and only language for 41 years).

Anyway, I want to upload the media to the "cloud" either my private website or creative clouds folder.  The media is not super large and once the video is done I will remove the media and store it locally.  For this reason I think I can use Creative cloud space from my account.

Is there a performance issue with the media being on the web instead of locally stored?  Lastly how do I tell Premier on my laptop where the media files are?  I highly doubt that if I just drop them anywhere, Premier will automatically see them and connect!

Can someone please supply basic instructions on the best way to approach this?  I am extremely dissatisfied with the phone in support so far!!!!!!
