Questions about shared Libraries in a team environment

We have a library containing swatches of approved colors. If a color needed to be changed, can anyone do this, or only the Admin?
Are the local copies of the shared library automatically overwritten by changes to the primary copy, or must each individual user update their own copy of the library manually?
Are there automatic notifications sent out when changes are made to a Library file/resource?
What does an Admin see if they make changes?
What does a User see if the Admin makes changes?
What does a User see if they make changes?

It may depend on who has what controls, as I think there are some ways to set Libraries up that limit user controls.

 

If you have a mogrt or other asset with the same name dropped into a shared CC library, that then replaces the mogrt in all shared users's version of that Library.

 

It's one of the slickest things about mogrts for team use, btw. And you should look through Jarle Leirpoll's excellent ebook on Adobe's servers,
